The European Commission presented on 10 February 2004 a Communication on Europe's multi-annual financial framework (Financial Perspectives) for the years 2007-2013. This coincides with progress being made in the Commission's internal discussions on the future organisation of its external departments. Eurostep believes development seems to become subordinate to EU agricultural, trade and security policy within both the financial and institutional discussions. |
