	On 13 July 2015 the Council of the European Union imposed on Spain a fine of €18.93 million for the manipulation of deficit data in the Autonomous Community of Valencia (Comunidad Valenciana). This was the first time a fine was imposed for data manipulation under regulation 1173/2011. The regulation was adopted in 2011 as part of a strengthening of EU fiscal surveillance.
