A new strategy for the Customs Union was outlined in a Communication adopted by the European Commission on 16.2.01. The Communication outlined orientations for actions in five main areas to enable customs administrations to meet their present and future challenges such as the enlargement of the European Union, the growth in e-commerce related traffic and the increasing amount of fraud. These five areas will ensure a continuation of the simplification and the rationalisation of the customs legislation, improvement in the operational implementation of the legislation, improvement in the service to business, a deepening of training activities for both customs and economic operators and promotion of international co-operation.
