The European Union has begun negotiations with the ACP side of the Central African Republic following the coup which took place there on 15 March 2003, followed by the suspension of the Constitution, the removal of the President of the Republic and the Government, and the dissolution of the National Assembly, all of which the EU has deemed a violation of the essential elements listed in Article 9 of the Cotonou Agreement. |
