HIV infection remains a major public health concern in the WHO European Region. The most recent
surveillance data indicate that the rate of new HIV diagnoses has increased by 80% over the last 10
years.

Europe took strong action in 2011, by adopting the WHO European Action Plan for
HIV/AIDS 2012–2015, and has made much progress. Nevertheless, much more needs to be done to
halt and reverse the spread of HIV/AIDS. The Action Plan’s overall objective is zero new HIV
infections, zero discrimination and zero AIDS-related deaths in the Region.
