On 8.5.01, the European Commission adopted a Communication on 'The EU's Role in Promoting Human Rights and Democratisation in Third Countries'. The Communication is the first comprehensive Commission strategy document on human rights in external relations since 1995. It concentrates mainly on developing a coherent strategy in this field for EU external assistance. Rather than seeking to rewrite the fundamental policy it aims to set this policy in the context of the Commission's overall strategic approach in external relations for the coming years.
