The European Commission proposed to the EU Member States on 29 June 2005 a rigorous negotiating framework for accession negotiations with Turkey. This document lays down the guiding principles and the procedures for the accession negotiations, in line with the conclusions of the European Council of December 2004 confirmed by the European Council on 17 June 2005. The negotiating framework shall be adopted by the Member States before the start of the negotiations. Taking into account citizens' concerns, the Commission also proposed to launch a civil society dialogue between the EU Member States and the candidate countries. |
