Following EU enlargement, the Kaliningrad region will become a Russian Federation enclave inside the EU. On 17.1.01, the European Commission adopted a Communication on 'The EU and the region of Kaliningrad' which aims to offer ideas and options for an EU debate with Russia, Lithuania and Poland on the future of Kaliningrad. The discussion paper outlines areas in which close co-operation is required, to take advantage of future opportunities offered by enlargement and to reduce the impact of existing problems confronting Kaliningrad. Practical measures to improve border management and facilitate border-crossing procedures are suggested, as well as initiatives in the transport and energy sectors. |
