On 02 July 2015, the European Commission and the European Aviation Safety Agency (EASA) issued the first single air safety authorisations to 22 third country operators. Under a new assessmemt process, by November 2016 all non-EU airlines wishing to fly to the EU would be expected to hold such authorisation certifying their compliance with international safety standards.

A European Commission Regulation known as PART TCO, adopted on 29 April 2014, mandated the EASA to issue Third Country Operators (TCO) authorisations that are valid throughout the EU. This complemented two existing EU-wide tools: the EU Air Safety List Regulation, which was updated on 25 June 2015, and the SAFA Programme (Safety Assessment of Foreign Aircraft).
