The first meeting of the ministerial troika of the Economic Community of Central African States (ECCAS) and the European Union (EU) was held in Brussels on 10 November 2008 under the co-chairmanship of Mr Raymond
Tshibanda N'Tungamulongo, Minister for International and Regional Cooperation of the Democratic Republic of the Congo, and Mr Alan Joyandet, State Secretary for Cooperation and Francophone Matters at the French Ministry
of Foreign and European Affairs, in the framework of the EU-Africa strategy adopted at Lisbon in December 2007 and of Cotonou.
