Intended to prepare the ground for a new global deal, the Lima Climate Change Conference of the Parties (COP20) held in December 2014, failed to live up to its promise; as an agreement on a clear legal architecture and mechanisms for a Post-Kyoto deal was not reached. Internal cohesion is a good first step, however, the EU’s emission reduction target is only region-wide and will need to be backed up by national action plans to prove its credibility.
