Pooled embassies

The European Commission proposed in a green paper published on 28 November setting up "common offices" to help European citizens abroad where their countries do not have an embassy presence. The paper proposes piloting the plan in the Caribbean, Balkans, Indian Ocean and west Africa where many European tourists visit but not all member states have embassies.

The Finnish presidency of the EU reached a deal with the European Parliament on next year’s budget on 28 November after only one hour of talks.
