The underlying goal of the programme 'Police & Human Rights 1997-2000' is for all police officers in the member States of the Council of Europe to be able to acquire a sound knowledge of human rights standards which have important implications for policing - in particular those embodied in the European Convention on Human Rights and the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment - and to acquire the skills that will enable them to apply these standards to their daily working practice. Aimed at raising awareness, developing training tools and building networks for police and human rights in Europe, the programme brings added energy and a strategic approach to co-operation with and between national police authorities across Europe. |
