Editorial suggests how Poland could better prepare itself for membership of the European Union in the light of the European Commission's proposals for the financial terms for the European Union's planned enlargement. If accession states do not secure the full financial benefits until 10 years after their planned entry in 2004, it will be particularly bad news for Poland which is the largest candidate state with the biggest rural sector. The better Poland's preparations, the greater the chance it will join in 2004 and secure acceptable terms.
