Polish Prime Minister Leszek Miller has said that his country might hold a referendum on the new European Union constitution if changes it has proposed are not included in the final version. Poland and Spain have emerged as the draft's strongest critics because it could deprive them of voting power stipulated in the 2000 Nice Treaty on EU enlargement.
