Small and medium-sized enterprises are socially and economically important, but face particular difficulties. To compensate for this they are granted certain benefits and exemptions under EU and national legislation. To avoid distorting the internal market, fair, legally secure and easy to apply definitions must be used for the various categories of SMEs. The definitions currently applied were agreed in 1996 and need to be revised to take account of subsequent economic developments and prevent abuse. |
