In the face of Europe's divided response to the Iraq crisis, European Union leaders are planning an emergency European Council Summit on 17 February 2003 in Brussels at which it is hoped to present a united European front. The Greek EU Presidency suggested the meeting in the hope that it would allow Europe to decide a common strategy as the crisis over Iraq enters a decisive phase. |
