Romano Prodi, President of the European Commission, criticised Britain, France and Germany for holding a 'mini summit' prior to the European Council meeting in Ghent on 19 October 2001. Leaders of the three countries met to discuss co-operation with the United States as it continues its attack on Afghanistan and its fight against terrorism. Leaders of certain other Member States felt they had been 'sidelined' since the attacks on 11 September 2001.
