It's amazing how quickly things swung into gear after all the Phare information unit promotional paperwork was dumped in the spot reserved for DGIA Deputy Director-General François Lamoureux's car. Phare, the Union's technical assistance programme for central and eastern Europe, has run out of cash to send the information which is needed by the ten central and eastern applicants for EU membership. The situation got so bad that a mountain of stranded reports and leaflets were dumped by PR group The Rowland Company outside Phare's offices, blocking the Lamoureux parking spot. The response was instantaneous. The Phare information unit is now negotiating separate contracts with each of the stages in the publicity chain, from post offices to distributors, rather than leaving it to an outside contractor. |
