Transportation planning recognizes the critical links between mobility and other goals of society. Strategies supporting infrastructure investments lead to substantial public interest because they relate to public expenditures. Decision processes related to transport projects involve considerations on environmental, economic, technical and safety issues, and are characterized by many actors and multiple objectives in feasibility studies. This paper compares performance measurement approach in road management and compares them with current practice in Estonia emphasizing the importance of feedback from previous projects. The need to compare predicted inputs, outputs, costs and benefits with actual performance is brought up. Lifecycle approach performance measures are presented that allow government and transportation agencies to consider road construction and rehabilitation strategies more effectively |
