The European Commission launched a reform of aid allocation on 4 July 2001 that delegates more responsibility to the Commission's delegations and offices abroad and thus allows quicker and less bureaucratic implementation of aid. To this purpose it is planned to introduce a new career and training structure for the External Service. |
