Paris-Berlin threat to CAP reform

Jacques Chirac, the French President, and the German Chancellor, Gerhard Schröder, are believed to have made an informal agreement over dinner on 10 June 2003 to derail two major European Union issues - reform of the Common Agriculture Policy and plans for an EU takeover code.
