European Union officials began negotiations on 17 July 2002 over proposals by Franz Fischler, European Commissioner for Agriculture and Fisheries, to reduce fish catches. Cod, hake, sole and plaice in European waters could soon fall below sustainable levels and the International Council for the Exploration of the Sea warns that 'the fundamental problem is that the fleets are too big and they fish too much'.
