The migration crisis in the central Mediterranean is proving to be a formative experience for the EU, in a similar way to the migration crisis of the 1990s. After several months of improvisation, the long-term impact on its foreign policy is gradually becoming clear.

Three new features are identifiable in European thinking: the idea of ‘flows’, ‘pools’ and ‘bridges’.
