SME Programme evaluation. The Commission has adopted an independent evaluation of the 3rd Multiannual Programme in favour of SMEs. The evaluation showed that the programme is so far providing overall value for money. The evaluation concludes that the programme is being implemented in an acceptable, cost-effective manner. Policy-actions in favour of SMEs are particularly highly rated, and generally the areas which involve most expenditure are also evaluated positively.
