Initiative to improve the business environment. The Commission has adopted a Communication and Action Plan which aims to improve and simplify the business environment, and proposes a comprehensive strategy to promote entrepreneurship throughout the EU. There are various priority areas in the Action Plan: firstly, there are new approaches in education, training and the workplace environment to encourage entrepreneurship. Secondly, there will be attempts to improve methods of access to finance for businesses, especially SMEs. Thirdly, there will be attempts to encourage the participation of SMEs in EU-funded R&D programmes.
