The European Commission will next week make a bid to encourage organic farming, which currently takes up less than 3% of all EU farmland.

A regulation due for proposal on 21 December is set to overhaul 14-year-old European rules on organic agriculture. It will attempt in particular to define what counts as organic farming and to decide if an EU organic labeling system could work.

The review follows on from a 2004 EU organic farming action plan, which included the ideas of drawing up a list of additives permitted in organic food from animals and defining "the basic principles of organic agriculture".

The forthcoming review will also have to find a balance between promoting "a single organic standard" and leaving governments free to set their own organic rules.

A spokesman for the EU branch of the International Federation of Organic Agriculture Movements said the review had the potential to be the most important thing to happen to organic farming since 1991, when the original regulation came into force.
