Complaints to the EU's ombudsman rose by 53% in 2004 compared to the previous year, according to the annual report from the citizens' watchdog. Nikiforos Diamandouros received 3,700 complaints last year. Some 343 investigations were opened on the basis of these complaints - a rise of 39% on 2003.

Almost 70% of the grievances concern alleged maladministration by the European Commission. The rest related to EPSO, the European Personnel Selection Office, (11%), the European Parliament (9%) and the Council of Ministers (4%).

Among the criticisms made by Diamandouros, he said that the Parliament had taken inadequate steps to ensure that restrictions on smoking in its buildings were complied with.

He also rebuked EPSO for failing to explain why it drafted letters to candidates for posts only in English, French and German.

The European Ombudsman, Nikiforos Diamandouros, on 10 May 2005 presented his Annual Report for 2004 to the Committee on Petitions of the European Parliament. The Report gives an overview of the Ombudsman's work in 2004 and highlights the results achieved for EU citizens.
