Fog has often clouded the issue in Europe.

It once ensured that the then Energy Commissioner, patrician, pipe-smoking Belgian viscount Etienne Davignon, failed to make a rendezvous with the then US Secretary of State Al Haig.

Weather had delayed Haig in London and when he finally made it to Brussels, he apologised to the assembled journalists at a press conference in the Berlaymont for making everyone wait.

He had been unable to meet Davignon, he explained, because of a “terminal situation”.

Journalists were already reaching for the files entitled 'Obituaries: Commissioners' before someone finally translated Haig's Americanism into English.
