Scrambled messages have been emerging from DGX, the Commission's communications nerve centre, and in particular from its Danish supremo, Niels Thøgersen.

Thøgersen is credited with putting the Commission online with 'Europa Server' and into space with the 'Europe by Satellite' television project. But his recent memo to staff, entitled Ground Rules for Good Management, leaves something to be desired in terms of getting the message across.

His nine-point guide includes an exhortation to colleagues to be “coherent” - but then urges them to “give the good example” and to “give positive (not negative) strokes”. Thøgersen clearly takes his mission to whip his directorate into shape literally.
