Report of a speech given in Berlin on 12 February 2004 by Michael Howard, leader of the (UK) Conservative Party. Mr Howard stated his determination 'that Britain shall remain a positive and influential member of the EU' but that Conservatives 'oppose the idea of an EU constitution'. Mr Howard went on to say that the UK would not join the single currency while he was Prime Minister.
