News sources in early September 2015 suggested that the European Commission would introduce new proposals on the 9 September 2015 to deal with the European migration challenge. In particular, it would focus on plans to redistribute up to 160,000 asylum seekers arriving in countries such as Italy, Greece and Hungary. On the 4 September 2015 the head of the UN refugee agency (UNHCR) António Guterres, emphasised the European Union faced a 'defining moment', as he has laid out a set of key guidelines which he said should underpin all efforts to resolve the current refugee and migration crisis facing Europe. See also the related url hyperlink below to comments from the Commissioner for Human Rights of the Council of Europe Nils Muižnieks who said in an article published in many European newspapers on the 2 September 2015 that 'For many years European countries have been warned about the inadequacy of their immigration and asylum systems. Now, with increased refugee arrivals and more frequent tragedies, this system is showing all its weaknesses. But refugee arrivals are not the real cause of this collapse. The real reason is political ... The real problem is not the arrival of refugees, but this desultory, almost hysterical response to it. More than a refugee crisis, this is a political one, where States demand less Europe, when in reality we need more. To save a Europe of solidarity and human rights, we must rethink its approach to migration'. |
