New EU initiatives and programmes: Amsterdam Special Action Programme (ASAP). The European Investment Bank has established the 'Amsterdam Special Action Programme' in response to calls by the European Council for the EIB to step up action to support job creating investment. ASAP covers the financing of investment in the education and health sectors, innovative and growth-oriented small and medium-sized enterprises (SMEs), together with the extension of lending for urban renewal, other environmental projects as well as increasing its activities for major infrastructure networks.
