The author argues that ratification of the Framework Convention on National Minorities and of the Regional and Minority Languages Convention must surely be among the requirements made of new applicants for entry into the EU. Otherwise, we risk importing 'new Kosovos', for example if Turkey were admitted without guaranteeing Kurdish rights. |
