Funerals are not normally networking occasions, but opportunities must be grasped when the construction of Europe is at stake.

Commission President Jacques Santer was known to want former senior French minister and first president of the directly-elected European Parliament Simone Veil to head up his panel of prominent people investigating the barriers to free movement of people in the Union. But he wanted to ask her in person and the question was when, where and how.

Speculation about the future of the panel continued to ebb and flow until Veil's appointment was announced late last month. But where had Santer popped the question? Entre Nous spies have narrowed the occasion down to the memorial service for the former French President François Mitterrand in Paris on 11 January.
