The United Kingdom intended to negotiate new free trade agreements following Brexit. These agreements were likely to affect areas within Scottish Parliament competence, although
it was unclear what role the Scottish Parliament might play in their negotiation.

This briefing examined the representation and influence of
provinces/regions/states in federal countries in the negotiation and implementation of such agreements. In Europe it looked in particular, at the situation in Germany and Belgium.
