Britain and the United States are negotiating with Turkey in an effort to reach a breakthrough in an impasse that denies access by European states to NATO's planning assets if they carry out a military mission on their own. The right of veto of NATO members is being used by Turkey as a threat, according to European Union diplomats. Turkey could block the EU's access to NATO's planning assets if the Europeans do not give Turkey full participating rights in deciding certain military operations.
