Nato fears Russian plans for ‘gas Opec’ / The hurdles for Moscow on path to ‘gas cartel’

A report by NATO's Economic Committee ( an advisory body to the North Atlantic Council on economic issues), November 2006 highlights the deepening tensions between Western Europe and Russia over energy security. Nato advisers warned ots members that it needs to guard against any attempt by Russia to set up an 'Opec for gas' that would strengthen Moscow’s leverage over Europe.

In addition, the International Energy Agency warned in the World Energy Outlook issued 7 November 2006 of 'the possibility of major gas-exporting countries co-ordinating their investment and production plans in order to avoid surplus capacity and to keep gas prices up'.
