NATO foreign ministers unexpectedly back-pedalled on quickly establishing a new relationship with Russia after Washington strongly objected to giving Moscow a greater role in alliance decision-making. The opposition from the Pentagon and the National Security Council surprised NATO's ambassadors in the North Atlantic Council (NAC) and meant that the final communiqué from the Council had to be 'watered down'. |
