National roaming for resilience: National roaming for mitigating mobile network outages

Roaming is defined as the use of mobile services from another operator, which is not the home operator. The most well-known form of roaming is international roaming, which allows users to use their mobile devices when abroad. National roaming is roaming on networks of operators within the same country. This happens in cases where the user cannot reach a base station of his/her home-operator but connects to the base station of another network (roaming).

This document provides an overview of the different ways that national roaming could be used to address mobile outages.
