Measures to concentrate aid efforts and strengthen exchange between member states are part of the agenda. Sweden is the most generous among Europe's donor countries. Sweden's Minister for Development Cooperation Gunilla Carlsson explains why this is the case and also why the EU needs to be more active in Georgia and Africa. European nations should have long ago started devoting 0.7 percent of their gross national income to development aid, as they proclaimed they would at a United Nations summit in 1970. Instead the European average fell from 0.41 percent in 2006 to 0.38 percent in 2007. |
