Cristóbal Montoro, Spain's Finance Minister, announced on 29 January 2003, that the Spanish government proposed to spend 28.5 million euros from the European Programme, Interreg III, on two projects dedicated to preventing immigrant shipwrecks in the Straits of Gibraltar and to building reception areas for the immigrants.
