A paper published by the Centre for European Reform in January 2002 argues that a separate antitrust agency located outside Brussels would strengthen the enforcement of Europe's antitrust laws by taking 'politics out of competition analysis'. Mario Monti, European Commissioner for Competition, did not agree, saying that such an authority would be more open to political pressure than the current system.
