Milo Djukanovic, Montenegro’s Prime Minister, stepped down on the 21 december 2010 in a move expected to advance the smallest former Yugoslav country’s efforts to join Nato and integrate with the European Union.

His successor was Igor Luksic, Finance Minister and Deputy Prime Minister, who was regarded in Washington and Brussels as a potential reformer
