The first part of Commission President Jacques Santer's entreaty to “do less, but do it better” has clearly been taken to heart by the Council of Ministers.

In 1995, a total of 98 ministerial meetings were held, compared with 126 in 1992 and an all-time high of 138 in 1990.

The total number of meetings of Council working groups and committees also fell by almost 300 in 1995, to 2,364 compared with 2,662 in 1994.

Meetings of permanent representatives and ministerial delegations were down as well, to 112 from 127 in 1994.

Ah, but did they do it better as well as doing it less? “Of course,” said one official loyally.
