Preview of a meeting held in Madrid, 26 January 2007 of twenty of the twenty seven EU Member States to discuss ways of salvaging the balance and substance of the Constitutional Treaty. Countries not attending were Britain, the Czech Republic, Denmark, France, the Netherlands, Poland and Sweden.
