Abstract: These lectures are given to honour Walter van Gerven, emeritus professor at the Katholieke Univesiteit Leuven and former Advocate-General at the Court of Justice of the European Communities. This third lecture in the series explores the evolution of institutional practice within the EU over the past decade. It addresses the development of non-majoritarian agencies enjoying delegated powers without a legal basis in the constituent treaties or the Constitution. It asserts that the time is ripe for more illumination of these agencies, bringing them out of the darkened corridors of power into the searching sunlight of democracy. The lecture will interest scholars and students engaged in European studies, European governance and the principles of open government. Deirdre Curtin holds the Chair of European and International Governance at Utrecht School of Governance. |
