Report based on a survey carried out by the Labour Research Department, London with a brief to identify the difficulties faced by migrants and second generation migrant ethnic minorities in the labour market and also to record the steps that their union movements had taken to overcome their disadvantage. The survey records the practice of unions in 17 European states. Twenty-four union confederations took part in the survey which found that in every case they had considered that migrants and ethnic minorities faced difficulties relative to the rest of the workforce.
