The midterm review of this Framework highlights a slowly improving situation regarding the Roma communities since 2011. While it was detected a greater participation of Roma in early childhood education and a declining rate of early school-leavers, it was also shown that as many as 80% of Roma were still at risk of poverty. The review also points out that the Framework helped moving Roma integration higher up on national political agenda and provided support in setting up goals, structures, funding and monitoring in order to improve inclusion across the EU. In parallel to the midterm review, the Commission also launched an assessment of the effectiveness, relevance and added value of this Framework. The public consultation was scheduled to remain open until 25 October 2017. The EU framework for national Roma integration was launched in April 2011 aiming to close the gap between Roma and the remaining population in four key areas: education, employment, healthcare and housing. Member states developed National Strategies and nominated National Roma Contact Points to coordinate their implementation and monitoring. An obligation to report annually on their integration measures was introduced in 2016. |
