In July 2009 the EU Member States voted for a recruitment freeze at all existing EU Agencies (with the exception of Frontex). The European Commission decided that this would particularly affect the planned expansion of personnel in 2010 at the European Chemicals Agency to cope with the implementation of the Reach Directive. The European Parliament's Environment Committee agreed September 2009 to reverse the freeze on the number of personnel at the ECHA.
